Northern Beaches Council - Church Point Cargo Wharf Usage Compliance Project

Utilising Park Agility’s SenseIQ Management System with License Plate Recognition to Deliver an Improved Community Outcome

The Challenge:    

Northern Beaches Council (NBC) management approached Park Agility detailing a non-compliance problem they had regarding vehicle usage at their Church Point Cargo Wharf. The cargo wharf services Pittwater locations that can only be accessed from the water. The wharf provides access for vehicles and trucks transporting heavy equipment, building supplies and large items to be loaded onto barges and boats for delivery to the many residential buildings located around the Pittwater foreshore and on Scotland Island.

The cargo wharf is located on McCarrs Creek Road at Church Point and has residential premises directly opposite the wharf. Thus, the wharf has time restrictions, to limit vehicle and operational noise, with operating hours being restricted to Monday to Friday and 7am to 5pm.

All usage of the wharf is to be pre-booked through the NBC. However, the cargo wharf is not gated and relatively remote, hence, it was difficult for the NBC to control wharf operating time compliance with many large vehicles and trucks physically accessing the wharf outside of wharf operating times and without going through the NBC cargo wharf booking process.

Why Park Agility  

NBC selected Park Agility for its ability to deliver a low cost, effective solution to automate the reporting on compliance events at the remote wharf’s loading dock bays, based upon camera and license plate recognition. The solution needed to support the NBC’s goal of reducing complaints and compliance events from often a dozen or more per day down to near zero. 

The Solution

Park Agility worked with NBC to design a tailored instance of the SenseIQ management system that would monitor the wharf 24×7 and provide alerts back to council compliance personnel detailing any out of operating hours non-compliant vehicles and providing a comprehensive daily report with time stamped photographs of any offending vehicles showing License Plate details. The License Plate Recognition (LPR) Camera is located across the road from the cargo wharf at approximately 15m distance from the wharf and integrated with the Park Agility SenseIQ Management System server situated within the council’s network.

As well as out of hours immediate alerts, NBC also receive daily reports showing all vehicle usage within each 24-hour period. This comprehensive report gives NBC all out of operating hours vehicle usage combined with operating hours usage which can be correlated with the NBC Cargo Wharf booking to capture any vehicles that have used the wharf without making a booking.

The Outcome

NBC were able to capture cargo wharf non-compliant usage from day 1 of the Park Agility LPR system being commissioned, enabling them to issue enforcement notices that are supported by Court conforming documentation and time stamped LPR images of non-complying vehicles.

Non-compliant usage of the wharf has reduced considerably following the implementation of the Park Agility solution. Feedback to Park Agility from NBC has been extremely positive with the Church Point Cargo Wharf now operating at maximum efficiency and with minimal non-compliance.
