Utilising Park Agility’s SenseIQ Management System with License Plate Recognition to Deliver an Improved Community Outcome

The Challenge:    

Northern Beaches Council (NBC) management approached Park Agility detailing a non-compliance problem they had regarding vehicle usage at their Church Point Cargo Wharf. The cargo wharf services Pittwater locations that can only be accessed from the water. The wharf provides access for vehicles and trucks transporting heavy equipment, building supplies and large items to be loaded onto barges and boats for delivery to the many residential buildings located around the Pittwater foreshore and on Scotland Island.

The cargo wharf is located on McCarrs Creek Road at Church Point and has residential premises directly opposite the wharf. Thus, the wharf has time restrictions, to limit vehicle and operational noise, with operating hours being restricted to Monday to Friday and 7am to 5pm.

All usage of the wharf is to be pre-booked through the NBC. However, the cargo wharf is not gated and relatively remote, hence, it was difficult for the NBC to control wharf operating time compliance with many large vehicles and trucks physically accessing the wharf outside of wharf operating times and without going through the NBC cargo wharf booking process.

Why Park Agility  

NBC selected Park Agility for its ability to deliver a low cost, effective solution to automate the reporting on compliance events at the remote wharf’s loading dock bays, based upon camera and license plate recognition. The solution needed to support the NBC’s goal of reducing complaints and compliance events from often a dozen or more per day down to near zero. 

The Solution

Park Agility worked with NBC to design a tailored instance of the SenseIQ management system that would monitor the wharf 24×7 and provide alerts back to council compliance personnel detailing any out of operating hours non-compliant vehicles and providing a comprehensive daily report with time stamped photographs of any offending vehicles showing License Plate details. The License Plate Recognition (LPR) Camera is located across the road from the cargo wharf at approximately 15m distance from the wharf and integrated with the Park Agility SenseIQ Management System server situated within the council’s network.

As well as out of hours immediate alerts, NBC also receive daily reports showing all vehicle usage within each 24-hour period. This comprehensive report gives NBC all out of operating hours vehicle usage combined with operating hours usage which can be correlated with the NBC Cargo Wharf booking to capture any vehicles that have used the wharf without making a booking.

The Outcome

NBC were able to capture cargo wharf non-compliant usage from day 1 of the Park Agility LPR system being commissioned, enabling them to issue enforcement notices that are supported by Court conforming documentation and time stamped LPR images of non-complying vehicles.

Non-compliant usage of the wharf has reduced considerably following the implementation of the Park Agility solution. Feedback to Park Agility from NBC has been extremely positive with the Church Point Cargo Wharf now operating at maximum efficiency and with minimal non-compliance.

The Challenge

The objective was to help customers find available parking faster within Car Parks 3, 4, 5 and 9, while supporting a wide range of parking needs across commercial, retail, hotel and airport-adjacent users. The large floor plate, mix of undercover and open-air facilities, and range of parking products made clear, accuratereal-time guidance essential. Drivers needed confidence before entering a car park, while the asset owner needed  accurate utilisation data to support better operational decisions and improve the value of the parking asset. 

The Solution

Designed for a mixed-use precinct customer journey 

Park Agility designed and delivered a precinct-wide parking guidance solution across Car Parks 3, 4, 5 and 9 in 2020. The solution brings together individual bay sensorslaser counting, loop counting, real-time wayfinding signage and Park Agility’s in-house-developed SenseIQ management system to create a simpler customer journey and a clearer operational picture for Capital Property Group. Customers receive timely guidance to available spaces, while SenseIQ gives operations staff real-time visibility of bay occupancy, vehicle movements and utilisation trends across every parking category, with configurable control and reporting. 

Undercover parking: faster guidance to available bays 

In the undercover car parks, each parking bay uses sensor technology and coloured indicator lighting to show availability at individual bay level. Real-time data is sent to wayfinding signage, helping drivers move directly towards available spaces, in what is a very large floor plate, instead of circling the car park. This creates a smoother, faster and more confident experience for tenants, visitors, shoppers and hotel guests, particularly during busy periods. 

Open-air parking:  accurate counts without unnecessary duplication 

For the open-air parking facilities, Park Agility deployed laser counting points and more than a dozen multi-loop count points to capture vehicle movement and bay utilisation data. By integrating with the car park’s existing boom gate loops and feeding data into Park Agility’s SenseIQ management system, the solution avoided unnecessary duplication of hardware, while providing valuable occupancy data. This contributed to a more cost-effective implementation while giving Capital Property Group stronger visibility of how parking was being used across the precinct. 

Brindabella offers a range of flexible parking options for its customers, including daily, weekly and monthly parking; monthly and annual pass cards allowing multiple entry and exits throughout the day; and premium executive parking with designated bays for card holders. In addition, short stay zones and disability bays are also available. The precinct signage located outside the car park facilities displays availability prior to drivers entering the facility, providing immediate assurance they will be able to find a suitable space to leave their vehicle.

The Challenge:    

Mosman Council needed a smarter way to manage complimentary timed parking across several ungated car parks, each with different operational requirements. The multi-level Vista Street car park near the indoor swimming centre, the 45-bay residential Cache car park, and the Bridgepoint shopping centre car park all offered free parking for set periods, with some locations applying different time restrictions by level. Council wanted to improve the parking experience for residents and visitors while also ensuring fair access and reducing overstays.

Why Park Agility  

Park Agility was selected for its ability to deliver an integrated parking technology solution that combined parking guidance, licence plate recognition, wayfinding signage and systems integration. The solution needed to support Council’s goal of providing a smooth, complimentary parking experience while also giving parking rangers better tools to manage availability and enforce timed parking fairly.

The Solution

Park Agility implemented individual parking guidance system bay sensors that illuminate to show bay availability and record when a vehicle enters and exits a bay. This enables overstay alerts to be sent to Council parking rangers when required, reducing the need for manual tyre chalking and supporting more efficient enforcement.

Licence Plate Recognition (LPR) cameras were installed at entry and exit points to provide photographic, time-and-date-stamped support for enforcement activity. Park Agility’s SenseIQ management system was integrated via API with Council’s third-party enforcement technology provider, allowing accurate parking data to flow between systems for enforcement and operational management purposes.

Park Agility also refurbished four existing Council wayfinding precinct signs, including Raglan Street East, Raglan Street West and Mosman Square signage. The signs were removed, cleaned and re-sprayed before new LED and communication technology was installed, helping Council preserve the desired streetscape look and feel while keeping the project within budget.

The Outcome   

Council achieved a more efficient, equitable and user-friendly parking experience across the selected car parks. By linking parking guidance, LPR, precinct signage and integration services into one smart solution, Park Agility helped Mosman Council improve visibility of bay availability, support fair use of complimentary timed parking, and provide parking rangers with more accurate data to manage overstays.

By refurbishing and upgrading existing infrastructure rather than replacing it, the project also delivered a more sustainable outcome by extending asset life, reducing material waste and minimising the environmental impact associated with new sign manufacture and installation.

At Qantas Freight’s Terminal 2 freight precinct at Sydney Kingsford Smith Airport, loading dock space is limited and operations run around the clock. The Challenge:    

With only four loading bays available, trucks regularly arrived to find every bay occupied. In the confined dock area, there was limited room to turn around or allow another vehicle to depart, creating avoidable congestion and operational delays. The site had historically relied on multiple traffic controllers to manage bay usage 24 hours a day, seven days a week.

The Park Agility Solution  

Park Agility designed and installed a real-time loading dock guidance system using Australian-designed and manufactured signage, vehicle detection technology and our SenseIQ management platform. The solution helps drivers make the right decision before entering the loading dock, reducing unnecessary vehicle movements and keeping the staging area moving.

Each loading bay is monitored using three inductive loops positioned to identify vehicle presence and approximate vehicle length. This bay status data is sent in real time to two variable message signs: one positioned on approach to the loading dock and one located at the dock area.

When a truck occupies a bay, the sign displays a red cross. When the bay is free, it displays a green circle. If all bays are occupied, a custom message at the staging area instructs incoming drivers to wait rather than enter the congested dock zone.

The Technology  

The airport environment presented an important technical constraint: underground high-voltage power cables made Park Agility’s usual data cabling approach unsuitable. To overcome this, Park Agility implemented LoRa, a low-power wide-area network protocol that enables reliable wireless communication between our SenseIQ management system in the terminal building and the variable message signs positioned approximately 100 metres and 200 metres from the loading docks.

SenseIQ provides cloud-based access from mobile, tablet or desktop devices, giving authorised users the ability to monitor bay availability and update dynamic messages for closures, maintenance, operational changes and driver instructions.

Role Clarity: Smart City Delivery Across the Organisation   

Goran Babušku leads the smart city function at City of Stonnington, operating across transport, assets, sustainability, and digital transformation. His remit spans urban technologies and data platforms and is not limited to traditional IT or infrastructure. 

“The role is still working with technology and peoplebut  different technology and different people. It works across departments and with external providers—waste, sustainability, traffic, lighting, asset management etc.” 

Problem Definition: Valuable Parking Data Locked in Silos 

Before the partnership with Park Agility, occupancy data collected to update roadside digital signs wasn’t available to broader internal users. 

“A sign might display ‘67 spaces available’, but behind that was rich occupancy data collected minute-by-minute, which data was siloed between the car park and the street sign.” 

Surfacing that data to transport planners, traffic engineers, parking officers and finance teams was the first value to unlock. 

First Deployment: From Cato Street to a Repeatable Pattern 

Stonnington’s early deployment was at the Prahran Square car park (formerly known at Cato Street). Park Agility supplied street signage and integrated it with on-site sensors that measured vehicles entering and exiting the space. The critical step was making the same data stream available through secure back-end channels for the Council’s internal IoT/Data platform, which assisted in creating a template the team could reuse. 

“Because Park Agility already had the data, they made it available to us in real time. We could see the site availability hourly and daily, rather than waiting for a monthly report.” 

Integration at Scale: A Citywide Data Pipeline   

Once the data path was established, each new or refurbished car park followed the same model. Occupancy, ramp counts and availability flowed into Stonnington’s data platform, then out to internal users. 

“As new car parks were commissioned, it was easy to bring them into the fold with the same datasets. No retrofit, no re-work,  because we’d already paved the road with help from Park Agility.” 

This approach converted single-purpose signage into a citywide parking intelligence layer. 

Operational Outcomes: Faster Insight and Better Planning 

With near real-time feeds, internal teams can see pressure points, peak times, and throughput without manual reporting cycles. The benefit is practical: faster decisions on operations, pricing policy, management strategies, and event planning. 

“The technology barrier is gone; now it’s about finding ways for wider use of the data. When teams are ready, it will be at their fingertips.” 

Vendor Selection: Future-Proofing Over Lowest Cost 

Goran is explicit about vendor expectations: present options, modern solutions, not just quotes; help the Council avoid dead-ends; design for data sharing and seamless integration. 

“If a contractor doesn’t say ‘you asked for A and B, but there’s also C and D’, that  isn’t a good contractor. We probe for added value and future-proofingso wdon’t pay later to retrofit.”

Park Agility met that bar by proactively sharing the existence and utility of their parking data, then coordinating technical teams on both sides to connect it efficiently. 

“They gave me a heads-up they had this data and helped get everything connected smoothlywithout overhead or upsell.” 

What ‘Smart City’ Means in Practice: Technology + Data

Stonnington frames smart cities in two streams:  

  1. Urban technologies that drive operational efficiency (e.g., smart lighting, remotely managed assets).  
  2. Data products that guide decisions (e.g., occupancy, buildings performance, traffic volumes). 
  3. Smart designs (build-in the futureproofing elements in every major project design, plan ahead to avoid expensive retrofits)
  4. Innovation (provide space and create a culture for testing new designs, challenge the status-quo)

Smart city consists of two distinct streams: one stream is  emerging  technologies for operational efficiency; the other is data for decision-making and planning.” 

The roadmap reflects both: AI-enabled sensors for pedestrian, cycle and vehicle volumes; smart lighting now in 10+ parks; intelligent buildings; sustainability pilots (soil moisture, stormwater capture); and public-health tech that cut noise-complaint resolution from two months to one week.  

The Transport Vision: Integrating On-Street and Off-Street 

Stonnington now operates thousands of on-street parking sensors. Combining these with off-street occupancy feeds and driver apps creates a coherent picture for residents and visitors. 

“Real-time data at the fingertips. Drivers can decide to stay on Chapel Street or turn into a car park with 17 spaces available. That information reduces congestion.” 

Goran sees providers like Park Agility embedded in new builds and maintenance cycles so that parking supply, wayfinding and data continue to move in lockstep. 

Outcomes for Residents and Ratepayers: Less Search, Less Congestion 

The end-user benefit is simple: spend less time hunting for a bay. For the city, that means lower circulation, less gridlock near popular destinations, better compliance, and improved accessibility. 

“An app with data from different providers lets people decide quickly where to park. That improves traffic flow and the resident experience.”

Garvit Khera’s journey into artificial intelligence began during his school years in India, where a passion for programming quickly evolved into a lifelong pursuit of machine learning and computer vision. After completing a Bachelor’s degree in Computer Science Engineering between 2016 and 2020, he developed an early fascination with teaching machines to “see” and “understand” visual data. 

His first professional role was as a Machine Learning Intern, developing a traffic rule violation detection system capable of identifying offences such as missing helmets or illegal parking via image analysis. This experience led to the development of a licence plate recognition (LPR) system, which was an early indicator of the work he would later champion at Park Agility. Following two years with an AI startup, Garvit relocated to Sydney to complete a Master’s in Artificial Intelligence at the University of Technology Sydney, where he discovered Park Agility through the university’s career hub. 

Joining Park Agility: Applying AI to Parking Guidance Systems  

Garvit joined Park Agility as an R&D intern, drawn by the opportunity to work hands-on with emerging AI technology in a smaller, agile company where he could make a measurable impact. “I’ve always preferred working with companies where I can have end-to-end ownership of projects,” he explained. “At Park Agility, I could see the results of my work in real time and directly contribute to the company’s product evolution.” 

Today, Garvit serves as a full-time AI Engineer, responsible for developing and embedding machine learning and  computer vision solutions across Park Agility’s smart parking products. His technical focus includes licence plate recognition, image-based vehicle detection, and system visualisation, all core components of the company’s SenseIQ management platform. 

Advancing SenseIQ: Turning Data into Visual Intelligence  

SenseIQ is Park Agility’s proprietary management platform, which is a comprehensive system that connects,  monitors, and visualises sensor data across parking sites. Garvit has been instrumental in enhancing  SenseIQ’s  internal visualisation capabilities, developing tools specifically designed to help engineering and support teams interpret vast volumes of sensor and system data. 

“When you’re working with large data sets, numbers alone don’t tell the story,” he said. “The internal visualisation tools I’ve developed convert complex operational data into clear visuals, helping us identify where sensors, hardware, or software performance can be improved. This allows the team to diagnose issues faster and continuously improve system reliability and efficiency.” 

Beyond visualisation, Garvit also develops new functionality in C#, integrating AI-driven modules directly into  SenseIQ and improving data accuracy across real-world deployments. 

Developing AI-Powered Sensors to Reduce Cost and Increase Accuracy   

One of Garvit’s most significant recent projects involves the development of next-generation, individual bay camera sensors capable of detecting vehicle presence using multiple AI algorithms at the edge. While Park Agility already offers a high-accuracy hybrid solution that combines LiDAR and camera technology, itself still a niche capability within the parking guidance sector, Garvit is now focused on delivering a camera-only solution that achieves comparable accuracy. 

“Our goal is to develop a standalone camera sensor that delivers the highest possible accuracy while reducing cost by up to 30–40% per unit,” Garvit explained. “The sensor captures images every few seconds, analyses occupancy, and records metadata such as licence plates and vehicle type, all using a lightweight AI model optimised to run on a small embedded chip.” 

Achieving near parity with LiDARassisted accuracy using only cameras would represent a major value addition to Park Agility’s sensor portfolio, enabling wider deployment in pricesensitive environments and further differentiating the company from other parking guidance system providers. 

Precision and Privacy: Building Smarter, Safer Systems 

Garvit also led the integration of high-accuracy licence plate recognition (LPR) within SenseIQ, achieving 99.5% plus levels of accuracy across deployments. In addition, he engineered an AI-powered privacy compliance feature that automatically blurs individuals in captured images, ensuring compliance with Europe’s  GDPR  regulations and reinforcing Park Agility’s commitment to responsible data management. 

“All images stored in our database are automatically processed to remove identifiable human features,” he noted. “It’s not just a technical requirement. It’s about building trust with customers and end users.” 

Balancing Technological Progress with Real-World Application 

Artificial intelligence evolves rapidly, often outpacing commercial product cycles. For Garvit, bridging this gap means focusing on practical AI solutions that work reliably in constrained environments, such as embedded chips with limited memory. 

“While much of today’s AI advancement centres on generative AI, our work spans the full spectrum. From classical machine learning and computer vision to large language models and retrieval-augmented generation,” he said. “We’re actively leveraging GenAI to build smarter internal tools and automation, while continuing to deliver reliable, fast, and adaptable systems for real-world deployment.”

Beyond product development, Park Agility is already applying generative AI and LLM-powered solutions to streamline internal processes and improve operational efficiency. As these capabilities mature, the team sees a clear path to extending AI-driven features and functionalities to clients as well.

Garvit credits Park Agility’s culture for fostering his professional growth. “There’s no micromanagement,” he said. “Brad and the leadership team give me full autonomy to design, test, and implement solutions. “Some competitors use one camera to monitor multiple bays, which reduces accuracy,” he said. “With Park Agility’s system, each bay can have its own camera, providing unmatched precision. It allows asset owners to account for every transaction and ensure equitable access to parking spaces.”

The system’s flexibility has proven one of its strongest assets. “If we want to change the colours, the layout, or the messaging, it’s simple and easy,” explains Richard. “Even our loading bays are equipped with live parking bay availability  signage, so delivery drivers can immediately see which bays are available, thereby improving flow, reducing congestion and ultimately leading to greater efficiency.” 

This level of clarity improves convenience; and importantly enhances safety and accessibility for all users, ensuring equitable access to parking throughout the site.

Originally trained in Switzerland as an electronics engineer, Ivan began his career at Siemens, developing a deep appreciation for systems reliability and precision. Over time, he transitioned into software and embedded systems—an evolution that shaped his approach to technology leadership. “I started in electronics, but gradually moved into software,” he explains. “That mix is really what led me to systems architecture.”

Before joining Park Agility, Ivan spent years with Hub Parking Technology, part of the FAAC Group, working on global parking automation systems. His work took him around the world—including to Australia, where he eventually settled on the South Coast of New South Wales.

From R&D Leadership to Systems Architecture

Ivan joined Park Agility nearly a decade ago, drawn by the company’s hands-on approach to innovation. Initially Head of R&D, his role evolved into Chief Systems Architect, where he now oversees the integrity, scalability, and performance of the entire technology stack.

“I still develop hardware and firmware,” Ivan says, “but my focus now is ensuring every new feature fits into the overall system architecture, so that it scales, stays stable, and doesn’t break the system.”

Ivan’s technical remit spans from PCB design and firmware development to server-side management systems and data visualisation. This top-to-bottom understanding allows Park Agility’s technology to evolve rapidly while maintaining exceptional stability.

Ivan describes his own professional superpower as stability. A principle deeply grounded in his early career at Siemens.

“In the trade-off between new technology and system stability, we will always protect the system performance first.” he admits. “Our system must run without failure. That’s non-negotiable.”

The “Parkin’ Mad” report, published by the NRMA in partnership with Business Western Sydney and Business Sydney, paints a stark picture. In Sydney: 

  • Median all-day parking costs have risen to A$77.30 (US$51), far higher than comparable global cities including Boston, San Diego, and San Francisco. 

  • Sydney’s parking fees are estimated to be 20% too high relative to affordability benchmarks when compared to Melbourne and Brisbane. 

  • Since 2016, Sydney households have experienced a 13% drop in disposable income, while parking costs have climbed 9%.

This pricing dislocation is no longer sustainable. As the report notes, high parking fees directly reduce economic activity, limit access to the city centre, and disproportionately impact those who cannot rely on public transport, including essential workers, tradespeople, families with children, and people with limited mobility. 

Ticketless parking fines have surged 54% in a single year, further eroding public trust in the system and raising equity and policy questions. While reforms are underway, the report calls for a comprehensive reassessment of how parking is priced, enforced, and integrated into the broader transport ecosystem. 

Western Sydney: The Epicentre of Parking Inequality 

While CBD parking costs make headlines, it is Western Sydney where the cracks are most deeply felt. In centres like Parramatta and Liverpool, the report finds a combination of: 

  • Severe off-street parking shortfalls (Parramatta has lost ~2,000 bays due to infrastructure development). 

  • On-street parking over-saturation, with Liverpool reaching occupancy rates of 85% or higher. 

  • Wayfinding and signage deficits, which increase circling, congestion, and user frustration. 

  • Lack of integration between public transport and parking access nodes. 

Despite being touted as the “third CBD,” Liverpool has just 0.45 off-street spaces per employee; one of the lowest ratios across Sydney. And in Parramatta, the report notes that even major institutions like CommBank Stadium and the newly expanded Riverside Theatres offer little to no parking for their anticipated influx of patrons. 

This imbalance threatens the success of Western Sydney’s post-COVID economic revival. As Business Western Sydney’s Executive Director David Borger warns:   

“Getting parking right is critical to reactivate the economies of Western Sydney CBDs.” 

The NRMA’s Prescription: Smarter, Unified, More Equitable Parking 

The Parkin’ Mad report outlines three core pillars for reform: 

1. Capping and Restructuring Parking Fees 

Sydney’s Parking Space Levy and fee structures are under scrutiny. Although the ‘Parkin Mad’ report advocates for fee freezes, the reality is that the price of parking is driven more significantly by the underlying real estate prices, and that seem only to be going up under population increase. Rather than expecting regulatory price controls to make a significant impact on price, Park Agility advocates a different approach Park Agility believe that with the right investment in property technology, the private sector can significantly reduce the impact of parking pressures 

2. Parliamentary Inquiry into Western Sydney’s Parking Deficit
